Four governments followed (Clam, Seidler, Hussarek, Lammasch). The most important topics discussed in the Council of Ministers were the reopening of parliament, the growing divergence of national parliamentary groups, the collapse of the war economy, the new social policy of the state, the easing of repressions introduced in the first half of the war, as well as strikes, unrest, and the disintegration of the joint state, particularly Dualism and the joint army.
